Solicitation SPRMM126QKG99, issued by DLA Mechanicsburg for the Department of the Navy, is a fixed-price request for the manufacture and supply of the Control Intercommun (NSN 5830-01-037-3141). The required items must conform to the design represented by Cage Code 12763, reference number 62022-000. A critical technical requirement is that all materials must be entirely free of metallic mercury and mercury contamination, as the components are intended for use on submarines and surface ships. Physical identification must comply with MIL-STD-130, Rev N, and packaging must adhere to MIL-STD 2073 and MIL-STD-129. The government intends to make a single award based on a combination of past performance and price, with past performance weighted as the more important factor. Evaluation of past performance will be conducted using the DoD Supplier Performance Risk System (SPRS) color ratings. Technical acceptability requires strict adherence to the instructions in Section L and the absence of exceptions to the contract terms. Delivery is expected within 90 days after contract award, with shipping terms set as FOB Origin and acceptance occurring at the origin. Contractors are prohibited from making substitutions in design, material, or part numbers without written approval from the NAVICP-MECH Contracting Officer. Quality assurance is primarily the responsibility of the contractor, though the government reserves the right to perform inspections. Additionally, offerors must provide CMMC unique identifiers for systems processing controlled unclassified information and must comply with Buy American and hazardous material identification standards, including the provision of Material Safety Data Sheets where applicable.

Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin.
