AI Contract Overview
The United States Coast Guard’s Aviation Logistics Center intends to procure four Control, Servo, Automatic Pilot units under a sole-source arrangement with Sikorsky Aircraft Corporation, the Original Equipment Manufacturer, utilizing Basic Ordering Agreement SPE4A1-22-G-0005. The item, identified by National Stock Number 6615-01-451-8294 and Part Number 70902-22001-046, is critical for MH-60T helicopter operations and exclusively available from Sikorsky due to proprietary technical data and manufacturing processes, justifying the sole-source procurement under FAR 12.102(a). The requirement is unrestricted with no small business set-aside, and delivery is targeted for November 1, 2026, with a 200-day window from order receipt. The F.O.B. point is origin at Sikorsky’s facility in Stratford, Connecticut, where inspection and acceptance will be conducted by the Defense Contract Management Agency. A Notice of Intent was issued with solicitation number 70Z03826QJ0000108, and responses are accepted via email to specified addresses with the solicitation number in the subject line. The closing date has been extended through a series of amendments, with the final deadline set for June 10, 2026, at 2:00 PM EDT. The agency will determine award based solely on fair and reasonable pricing after evaluating submissions, and no formal competitive evaluation factors are applicable due to the non-competitive nature of the procurement. Packaging, preservation, and marking requirements are not explicitly defined, though the item’s classification and origin imply adherence to standard military logistics practices. Certain FAR representations and certifications, including those under 52.212-3(d), 52.212-5(e), and 52.213-4, are explicitly not considered during award decisions, and respondents are not required to update their SAM registrations to remove these. The procurement is supported by a redacted Justification and Approval document, and payment, invoicing, and contract administration details are managed through the Coast Guard office in Elizabeth City, North Carolina, with no designated COR or PCO named in the materials.
