Respondents must demonstrate organizational capacity, technical and financial resources, proven project management practices, and ability to meet performance-based service acquisition standards, including schedule adherence, cost control, and risk mitigation. Interested parties must submit detailed capability statements including company information, ownership structure, and supporting documentation on personnel, infrastructure, and any proposed subcontracting or teaming arrangements.
