The solicitation seeks a contractor to supply the Controller-Display with NSN 5820-01-629-6503 under an Indefinite Delivery Contract (IDC) with a five-year term or until the aggregate value of orders reaches $350,000, operating below the Simplified Acquisition Threshold. The requirement is for firm fixed price contracts with a minimum delivery order quantity of 17 units during the base period and a maximum of 68 units per order, with deliveries directed to various continental U.S. stock locations as specified on individual delivery orders. The item must be delivered FOB destination with a required delivery time of 72 days ARO/ADO and must comply with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking, including specific preservation methods and prohibitions on mercury compounds. All units require labeling per the Hazard Communication Standard and additional markings for radioactive materials or test samples. Inspection and acceptance occur at destination, with sampling governed by MIL-STD-1916, ASQ H1331, or comparable zero-based plans, and attribute verification requiring specified AQLs or verification levels. Product Verification Testing (PVT) is conducted by the Government at a designated lab, and shipments are prohibited until acceptable results are received; failure may result in rejection of the entire contract lot. The contract incorporates a comprehensive suite of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses, including requirements for whistleblower protections, antiterrorism training, combating trafficking in persons, paid sick leave, equal opportunity for veterans and workers with disabilities, and prohibition of hexavalent chromium and fluorinated firefighting agents. Deviations are authorized under DEVIATION 2026-00038 for several clauses, and alternate versions apply to certain socioeconomic and environmental provisions. The contractor must be registered in the System for Award Management (SAM), validate annual representations, and disclose any federal tax liabilities or felony convictions. The Defense Priorities and Allocations System (DPAS) rating H18 applies, and the bilateral Simplified Indefinite-Delivery Contract (SIDC) format is used. All proposals must be submitted via DIBBS or email to Angela Haden at DLA Aviation, with a 15 MB file limit and strict compliance with all solicitation clauses—failure to complete clauses renders the offer technically unacceptable.
