The NASA SBIR/STTR solicitation NASA-158608, titled Controller-Pilot Voice Communication and Intent Monitoring for Future Aviation Systems Safety, seeks to develop a system that integrates speech analytics, speech-to-text translation, and intent inference algorithms to enhance aviation safety. By analyzing real-time audio from LiveATC alongside ADS-B surveillance and weather data, the system identifies nominal, off-nominal, and anomalous conditions in pilot-controller communications. This is achieved by comparing current state data against historical data to detect stress-induced speech patterns, miscommunications, or failures to follow commands, thereby proactively mitigating risks within the National Airspace System. The primary objective is the delivery of a proof-of-concept demonstration system at the completion of Phase II. This effort supports NASA's In-time System-wide Safety Assurance and In-Time Aviation Safety Management System initiatives, with applications extending to FAA air traffic control monitoring and commercial uses such as regulatory compliance and workflow monitoring in stock trading. The solicitation is a total small business set-aside under NAICS code 541512, with performance associated with Moffett Field, California.

Full Description

This effort combines speech analytics, Speed to Text (STT) translation software, and intent inference algorithms in order to assess aviation system safety. Each of these components has a different perspective on spotting potential off-nominal and anomalous conditions, for instance, in the way people speak under stress and high workload, the mis-communications and mishearing of key words in a dialog, or the intent to follow a command or not follow a command. The system being designed and built analyzes pilot-controller conversations in real-time, identifies key speech features, STT translations, and intent models to identify if the situation is nominal, off-nominal, or anomalous. This innovation combines speech analytics, speech to text translations, and intent inference to continuously monitor the pilot-controller dialog for potential off-nominal and anomalous situations. These system components are designed to complement each other, and make up for any weaknesses within independent components. Based on comparisons to historical data that indicate mis-communications, off-nominal (out of conformance), and anomalous (accidents, incidents, other), current state data is compared to historical data to determine if the observed situation is potentially in a safety critical situation. Build a demonstration system that combines real-time speech analytics, speech to text translations, and intent inference Demonstrate how the system can analyze real-time audio from LiveATC, ADS-B surveillance data, and weather data to identify nominal, off-nominal, and anomaly conditions A proof of concept demonstration system will be delivered at the completion of Phase II
Benefits: This effort directly relates to NASA’s ISSA and IASMS: In-time System-wide Safety Assurance (ISSA) – Proactively mitigate risks and demonstrate innovative solutions while ultimately ensuring safety to the community on the ground and in the NAS. In-Time Aviation Safety Management System (IASMS) – A scalable and distributed system approach with a service-oriented architecture to address aviation safety needs in the NAS. FAA Air Traffic Control (ATC) system monitoring Airline pilot-controller monitoring Airline pilot-dispatcher monitoring Additional commercial applications include stock trading voice communications workflow monitoring and regulatory compliance checking. The appropriate prime contractors are typically deeply involved with both voice and data communications.

Traffic Signal Detection Upgrades (CSJ: 0912-37-267)
Solicitation # 27-04
Montgomery County, Texas, is soliciting bids for solicitation number 27-04 to implement Traffic Signal Detection Upgrades under Federal Highway Administration funding and Texas Department of Transportation Advanced Funding Agreement CSJ: 0912-37-267. The project involves the furnishing, installation, configuration, and testing of a video-based detection and multimodal counting system, featuring 9 MP fisheye cameras with 4K capture and in-cabinet Edge Processing Units. While the contractor provides the hardware and system integration, Montgomery County remains responsible for signal equipment installation, network electronics, fiber splicing, and communications activation. Deliverables include a secure REST API for multimodal data output in CSV and JSON formats, as well as comprehensive training materials. The contract will be awarded to the numerically lowest responsive bidder. Performance is subject to strict federal and state compliance, including the Build America, Buy America Act, the Davis-Bacon Act, and various non-discrimination statutes. Bonding requirements include bid bonds, payment bonds for contracts exceeding 25,000 dollars, and performance bonds for those exceeding 100,000 dollars. Technical requirements emphasize high manufacturing standards, ISO 27001 compliant security processes, and detailed labeling of all control panels and wiring. The period of performance begins upon award by the Commissioners Court and continues through the grant period end date. All items must be shipped FOB Montgomery County Destination, with final project acceptance contingent upon the Engineer's inspection and approval of all materials and documentation.

South Dakota Immunization Information System (SDIIS)
Solicitation # 26RFP-27-0904002-003
The South Dakota Department of Health is soliciting proposals under solicitation number 26RFP-27-0904002-003 to acquire software and professional services for a new internet-based South Dakota Immunization Information System (SDIIS). The project involves replacing the existing system through a phased approach including initiation, requirements validation, environment setup, data conversion, interface development, user acceptance testing, and go-live. A critical requirement is the conversion of all legacy SDIS data with no data loss. The system must adhere to CDC reporting requirements and utilize HL7 connections and SOAP wrapped XML packages for data exchange via the State Health Information Exchange. The project is scheduled to begin on February 1, 2027, following an anticipated award decision on January 8, 2027. Key milestones include project initiation by March 1, 2027, and a final go-live and stabilization period between March and April of the following year. The State is considering three hosting models: vendor-hosted, state-hosted on-premises, or state-hosted via Azure PaaS. All IT-related purchases require approval from the Bureau of Information and Technology. Proposals must be submitted electronically in MS Word or PDF format to Nayeme Ahmed by the November 26, 2026, deadline, with a mandatory Letter of Intent due by November 4, 2026.
