This contract involves the procurement of 15 units of a frequency converter, identified by NSN 015874239 and part number 140K040G01, with delivery terms set FOB origin. The item is flight-critical and requires prior government source approval before award, as the government lacks sufficient technical data to facilitate acquisition through full and open competition. Only previously government-approved sources have been solicited due to the specialized nature and criticality of the item, with new source approvals typically requiring more time than is available to delay the contract award. Non-approved sources must submit detailed technical data per the NAVSUP Weapon Systems Support Source Approval Brochure to be considered, and any proposal missing these requirements will be excluded from consideration. The solicitation is managed by DLA Aviation Philadelphia under the Department of Defense and intends to engage a single source or a limited number of responsible sources under FAR 6.302-1 authority. This action is a sources sought notice, not a request for competitive proposals, and responses expressing interest and capability must be submitted within five days, though the government reserves the right to proceed without competition. Source approval is mandatory to provide the item, but awards will not be delayed pending approval decisions. The contract requires manufacturers capable of fulfilling the production requirements despite the government’s limited technical data, emphasizing the necessity of prior approval and submission of comprehensive technical documentation according to government guidelines.
