This contract is a U.S. Navy solicitation for the repair of the CONVERTER, SIGNAL DA under solicitation number N0010425QUC69, administered by NAVSUP Weapon Systems Support in Mechanicsburg, PA. The contract encompasses firm-fixed price, not-to-exceed repairs, requiring electronic submission of quotes and certifications to the primary contact, Kate C. Heidelberger. It specifically mandates that only authorized repair sources are eligible, with no allowances for unauthorized vendors to gain approval during the solicitation period. Quotes limited solely to test and evaluation will not be accepted; the price must be for a complete repair. The government seeks a Repair Turnaround Time (RTAT) of 90 days from the receipt of the item, measured via the Commercial Asset Visibility (CAV) system, and failure to meet this timeline results in per-unit, per-month price reductions unless delays are excusable. Key contract requirements include adherence to MIL-STD and DFARS IUID marking and packaging standards, Government Source Inspection, and robust reporting through CAV. All repairs must be in line with the original manufacturer's specifications and all processing, marking, and documentation must be compliant with established military standards (MIL-STD-130 and 2073). The contract further mandates that record-keeping be maintained for at least a year post-delivery and that all offers include detailed pricing, cost breakdowns, delivery vehicle information, and capacity constraints if the requested RTAT cannot be met. The amended solicitation extends the response deadline to October 14, 2025, with all other conditions unchanged, and specifically encourages accelerated deliveries ahead of listed schedule dates. Only authorized distributors or repair sources of the original manufacturer may be considered for award, and proof of such authorization must be provided.
