Conveyance of Non-Project Water to Tulare Lake Basin Water Storage District (SWP #26007)

Agreement SWP #26007 and its amendment SWP #26007-A facilitate the conveyance of up to 82,204 acre-feet of Central Valley Project non-project water to the Tulare Lake Basin Water Storage District. The United States Bureau of Reclamation is responsible for making this water available to the California Department of Water Resources by February 28, 2027. The amendment expands the operational flexibility of the agreement by adding the Banks Pumping Plant as an additional delivery location alongside the O'Neill Forebay and incorporating the 2025 San Joaquin River Restoration Program Recapture Water into the previously approved 20,000 acre-feet of recapture water. The Department of Water Resources is tasked with the subsequent delivery of the water to Tulare's turnouts in Reach 8C and/or Reach 8D of the State Water Project's California Aqueduct, with a final delivery deadline of December 31, 2027. This water management activity utilizes existing facilities and is classified under a CEQA Class 1 categorical exemption as it does not support new development or create a permanent new water supply.
