The New York State Department of Corrections and Community Supervision (NYS DOCCS) Office of Nutritional Services is seeking qualified vendors capable of supplying packaging materials essential for food handling, including items used for labeling, covering, containing, serving, sealing, housing, or wrapping food products on a regular basis. Vendors will undergo a pre-qualification process, after which mini-bids will be issued periodically to solicit pricing from approved suppliers, with awards made through a spot-buying process. There is no requirement for vendors to submit fixed or short-term pricing during the pre-qualification phase; such pricing will only be requested after final approval by the Office of the State Comptroller (OSC) for specific needs during the multi-year contract period. The contract is set to run from October 29, 2024, to October 28, 2029, and is located in Oneida County at the Evans Drive Building in Rome, NY. Potential vendors are advised to review applicable regulations regarding communication and lobbying during the bidding process, specifically State Finance Law Sections 139-J and 139-K. The procurement does not prioritize service-disabled veteran-owned businesses or disadvantaged-owned subcontractors, with a women-owned subcontracting goal of 10%. The solicitation emphasizes that past procurement history includes purchases from out-of-state or foreign vendors within the last three years, and vendors with similar contracts within the past five years may be eligible for consideration. The response deadline for submissions is September 16, 2024, and interested parties can find additional details and submit responses through the provided online link. The contract value is estimated between one and five million dollars.
