The contract solicitation SPE7M214R0004 seeks the procurement of 35 units of an Air Duct Type Cooling Coil, NSN 4130-01-348-1557, manufactured in accordance with stringent military performance specification MIL-PRF-2939G. A First Article Test is mandatory as per MIL-PRF-2939G requirements, with test reports containing detailed information specified in the standard's appendix. Contractors must submit their cooling coil assembly drawings for approval before beginning production; these drawings must comply with the technical content recommendations and be provided electronically within 10 days of award to the designated contract administrator. Production and testing may only commence after receipt of drawing approval. The solicitation is unrestricted, allowing all responsible sources to submit offers, and delivery is required within 180 days to New Cumberland, Pennsylvania. The contract mandates FOB origin shipping and inspection, with offers to be submitted in English and U.S. dollars by the specified deadline. The solicitation will be published around April 30, 2014, on the DIBBS website. While price is a significant evaluation factor, other criteria include delivery schedules, past performance, and additional solicitation-defined metrics. Proposals can be submitted in written or electronic format, but not to the buyer directly, with provisions for a possible reverse auction after initial evaluation. The acquisition is not governed by commercial item acquisition policies but may be subject to the Trade Agreements Act.
