AI Contract Overview
SLAC National Accelerator Laboratory, operated by Stanford University for the Department of Energy, is soliciting bids for a DCS 500 domed cooling stage and associated components including a combined control unit, low-power module, flow control unit, low-temperature equipment with Venturi nozzle, air service unit, PEEK and graphite domes, and a 60L liquid nitrogen Dewar, all in quantities of one each. This is a fixed-price commercial acquisition governed by SLAC’s FP Commercial Supplies-Services Terms and Conditions (August 2023), and while not a federal procurement, it remains subject to applicable federal laws, including the Buy American Act, which requires certification for any item with a unit price over $15,000. All vendors must register in SAM.gov and submit a completed Representations & Certifications Rider, valid for one year, along with the BAA Certification and confirmation of SLAC’s terms. The technical requirements are stringent: the cooling system must achieve and maintain operation from -180°C to 500°C, support a 4/6-circle diffractometer goniometer, integrate with XYZ stages, allow a theta angle range of 0–90 degrees, and accommodate samples up to 25mm in size. Evaluation will follow the Lowest Price Technically Acceptable (LPTA) method, meaning technical compliance is a threshold requirement and the lowest price among qualified offers will be selected. Freight terms are FOB Destination Prepaid and Add, with payment due NET-30 with no advance or prepayment permitted. Offers must be submitted via email to marissat@slac.stanford.edu by close of business on April 30, 2026, and must include the Harmonized Tariff Schedule code where applicable. Proposals must be dated as of submission and addressed to the point of contact, and any proprietary information must be clearly marked. SLAC has indicated it is considering potential discounts for academic, ICPT, GSA, or government institutions and requests a link to a publicly available price list to support the quoted amounts. All items must be new, genuine, free of counterfeit parts, and packaged in environmentally sustainable materials with clear labeling including the purchase order number and an itemized packing list. Inspection and acceptance may occur at any point, with final acceptance deemed upon written approval or after 45 days without rejection. Subcontractors must comply with labor standards under the Service Contract Act, Executive Order 140
