Cooperative Agreement Between the Ports of Long Beach and Los Angeles and the South Coast Air Quality Management District

This Cooperative Agreement between the Port of Los Angeles (POLA), the Port of Long Beach (POLB), and the South Coast Air Quality Management District (SCAQMD) focuses on the development of Port Zero Emission Infrastructure Plans. The primary objective is to design infrastructure and conduct studies regarding electrical demand and capacity to support five specific types of mobile source equipment: cargo handling, drayage trucks, ocean-going vessels, harbor craft, and local on-port switcher locomotives. POLA will lead the preparation of these plans by collaborating with various tenants and equipment users to ensure the infrastructure meets future energy needs. The project is currently categorized as a planning and feasibility study phase, which has resulted in a Notice of Exemption from the California Environmental Quality Act (CEQA). Because the agreement is limited to the preparation of plans and does not involve the immediate approval, construction, or operation of equipment, it is exempt from requirements to prepare an Environmental Impact Report or negative declaration. However, it is important to note that the delivery of these infrastructure plans does not constitute final approval for any actual construction projects. Any future implementation involving the physical construction and operation of zero-emission equipment will be subject to full CEQA review and Board approval. The project is managed by the Los Angeles Harbor Department, with Sarah Workman serving as the primary environmental specialist contact.
