The U.S. Geological Survey is seeking a Rocky Mountain Cooperative Ecosystem Studies Unit partner through a cooperative agreement to develop scientific tools and conduct collaborative research on ecological and population risks in western rangelands and alpine ecosystems. The scope of work involves analyzing animal-habitat relationships and population demography for birds and ungulates, specifically focusing on how sage-grouse and grassland songbirds respond to land-use changes. Additionally, the project aims to model the spread of Chronic Wasting Disease in ungulates and maintain long-term research in the Colorado alpine region regarding the population dynamics and genetic adaptation of white-tailed ptarmigan. Key deliverables include the creation of habitat selection models, population demographic models, and CWD risk assessment tools. This opportunity has an award ceiling and total program funding of 490,000 dollars for a single expected award. Applications must be submitted via grants.gov by December 1, 2026. Proposals are evaluated based on their purpose, objectives, and relevance, as well as the technical approach and budget reasonableness. Recipients must adhere to Federal Geospatial Data Committee or Department of the Interior standards for all geospatial data and submit quality assurance procedures for approval before work begins. Financial administration is managed through the Department of the Treasury Automated Standard Application for Payments system, and recipients may opt for a de minimis indirect cost rate of up to 15 percent of total modified direct costs.

The U.S. Geological Survey is offering a funding opportunity to a CESU partner to develop scientific tools to collaborative research that evaluates ecological and population risks across western rangelands and alpine ecosystems. This research to understanding animal-habitat relationships, assessing resource selection and population demography of birds and ungulates within grassland, shrubland, and alpine ecosystems. This work could focuses on how sage-grouse and sagebrush and grassland songbirds respond to land-use changes, ranging from vegetation treatments and other disturbances, helping inform conservation and a management and planning efforts of sagebrush habitats and wildlife species of conservation concern. Proposed work could also build upon ongoing work that has also modeled resource selection and population dynamics of ungulates, helping to assess spread of diseases like CWD.  Such research could expand current efforts using simulation modeling and expand to new geographies. Work is also require to maintain long-term research in the alpine of Colorado to assess population dynamics and resource needs for white-tailed ptarmigan across seasons, as well as assessing plasticity and potential for genetic adaptation, assessing the risk of threats to these species.

Area of Interest: OSW Cost Assessment and Program Evaluation (CAPE) Modeling and Simulation
Solicitation # HQ003427AOI5
The Washington Headquarters Services is soliciting innovative commercial solutions under solicitation HQ003427AOI05 to establish a next-generation modeling and simulation architecture for the Office of the Secretary of War Cost Assessment and Program Evaluation. The objective is to replace legacy infrastructure with a unified computational backbone that compresses the cycle time between budget queries and warfighting insights. This architecture must integrate three functional layers: a high-performance simulation execution layer for large-scale model runs, a machine-learned surrogate emulation layer for hosting government-developed models, and an intuitive self-service quantitative analysis layer for visualization and sensitivity analysis. The technical requirements specify a high-performance compute environment capable of executing between 1,200 simulations in 10 hours for light cases and up to 150,000 simulations within two weeks for heavy cases. The system must operate at Impact Level 6, support network throughput between 100 Mbps and 1 Gbps, and be accessible from the Pentagon and Mark Center. It must accommodate a diverse software ecosystem including Python, R, Java, PyTorch, and large language models. While the government will retain exclusive operational tenant administration and control over data and security permissions, the commercial provider will be responsible for turnkey managed IT operations, including hardware availability, patching, and cybersecurity hardening. Interested respondents must submit white papers by November 12, 2026, in accordance with Commercial Solutions Opening procedures.

Tactical Resupply Unmanned Aircraft System Increment II Cargo UAS Industry Demonstration
Solicitation # NAWCAD-SN-26-TRUASII
The Direct Reporting Portfolio Manager for Robotic and Autonomous Systems 4.0, Air Warfare Program Management Office, is seeking industry participants for the Tactical Resupply Unmanned Aircraft System (TRUAS) Increment II Cargo UAS industry demonstration. Scheduled for January 25 through February 5, 2027, in Huntsville, Alabama, this event aims to identify unmanned aircraft systems (UAS) and enabling technologies to support the Marine Corps Unmanned Logistics System – Air (ULS-A) mission for last-mile tactical distribution in expeditionary environments. The government is inviting applications from all qualified participants, including small businesses and non-traditional defense contractors, provided they are U.S. citizens or companies with U.S.-based offices. Participants must demonstrate a UAS with a maximum gross take-off weight of up to 350 lbs that can perform specific autonomous flight missions. These include a 40 nautical mile round trip with a 100 lb payload and a 10 nautical mile round trip with at least a 150 lb payload, both without refueling. Systems must maintain an airspeed of at least 50 knots, operate below 1,000 feet AGL, and launch and recover without mechanical assistance. Technical requirements include FIPS 140-3 Level 2 radio encryption, compliance with MIL-STD461G and MIL-STD464C, and the ability to operate in degraded environments using alternative positioning, navigation, and timing (PNT) solutions. Selection for the demonstration is based on a white paper and questionnaire evaluated against a specific rubric focusing on country of origin, weight, range, payload capacity, and unit cost. Successful performance during the demonstration may lead to the award of an Other Transaction (OT) prototype agreement under 10 U.S.C. section 4022, which could potentially result in a follow-on production contract without further competition. To be eligible for such an award, selectees must join the Naval Aviation Systems Consortium (NASC). Applications are due by November 30, 2026.
