The Government of Canada, through the Department of Fisheries and Oceans, has issued an Advance Contract Award Notice for the coordination of data and sample collection from hunted and living beluga whales in Nunavik to support scientific stock assessments and conservation management. This solicitation, identified by number 30008112 and posted on July 7, 2026, with a response deadline of July 22, 2026, invites suppliers to submit a statement of capabilities to demonstrate their readiness to fulfill the required tasks. If no qualified submissions are received by the deadline, the contract may be awarded directly to a pre-identified supplier. The work involves coordinating wildlife sampling programs across Nunavik communities, requiring deep regional engagement and cultural sensitivity. To be considered, any interested supplier must possess significant experience coordinating wildlife sampling in Nunavik, demonstrate fluency in English, French, and Inuktitut in both spoken and written forms, and show the ability to issue payments to individuals and organizations within four weeks’ notice. Applicants must also provide evidence of prior work that reflects an understanding of the socio-economic, cultural, and political contexts surrounding beluga management in the region. The place of performance is designated as Indigenous Lands, and all inquiries should be directed to the primary point of contact, Stephanie Patry, at DFO.Tenders-Soumissions.MPO@dfo-mpo.gc.ca. This initiative is crucial for generating the scientific data needed to inform sustainable management decisions for Nunavik beluga populations.
