Monterey One Water (M1W) owns and operates a coastal subterranean wastewater pump station referred to as the Coral Street Pump Station (Pump Station) in the City of Pacific Grove, California. Due to proximity to the sea, the Pump Station is vulnerable to sea level rise and storm surge. Both of these events increase the potential for damage or failure of the electrical equipment due to seawater inundation and increase the risk of sanitary sewage overflows (SSO) into the adjacent marine environment. The Coral Street Pump Station Electrical Relocation Project (Proposed Project) consists of the relocation of the Pump Station electrical equipment to address concerns regarding sea level rise. Specifically, the Proposed Project consists of three (3) components described in the following subsections:
1. Existing Pump Station Improvements;
2. Electrical Equipment Relocation; and
3. Electrical Conduit Duct Bank Installation.
The purpose of the Proposed Project is to enhance the Pump Stations reliability during large storms and flood events.
Pump Station Improvements
The existing Pump Station is located on Assessors Parcel Number (APN) 006-021-099-000 along Ocean View Boulevard in the City of Pacific Grove. The Proposed Project includes various improvements to the existing Pump Station including:
- Demolition of the existing electrical equipment; and
- Installation of new bilge pumps, vent modifications, and improved internal drainage.
Electrical Equipment Relocation
The proposed Electrical Building would be located on the Pacific Grove Municipal Golf Course near the intersection of Coral Street, Crest Avenue, and Del Monte Boulevard on APN 006-101-001-000. Construction of the Electrical Building would allow M1W to move the existing electrical system at the Pump Station outside the Coastal Zone and into a minimal flood hazard zone. M1W would house the new electrical equipment in an above ground 450 square foot building. Specifically, the Proposed Project would include the following:
- A new building to house new and relocated electrical equipment, with exterior finishings matching neighboring homes;
- New National Electrical Manufacturers Association (NEMA) 12 rated electrical equipment (i.e., switchboard, ATS, 3-way manual transformer switch (MTS), MCC, VFDs with output filters, and ancillary equipment);
- A new programmable logic controller (PLC) control panel;
- A relocated diesel generator from the existing Pump Station;
- A concrete encased electrical duct bank;
- Electrical demolition of existing station equipment;
- Lights and receptacles for the new electronics building;
- New 480V NEMA 3RX MCC inside the existing below grade station for existing loads;
- New remote input and output (IO) panel at the existing below grade station; and
- Fiber optic connection between the new PLC control panel located in the new electrical station structure and new remote IO panel located in the existing below grade Pump Station.
Electrical Duct Bank Installation
The new Duct Bank infrastructure consists of approximately 1,300 linear feet of a protective underground system for utility wires. This Duct Bank would connect the proposed Electrical Building to the existing Pump Station. The Proposed Project would locate the Duct Bank in the right-of-way of Ocean View Boulevard, Coral Street, and Crest Avenue.
