The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (CCDC CBC), in partnership with the Office of the Secretary of Defense and Army Contracting Command – Rock Island, oversees the Cornerstone Other Transaction Agreement (OTA), designed to strengthen the U.S. manufacturing and defense industrial base through a public-private consortium. The Cornerstone initiative facilitates strategic collaboration under the authority of 10 U.S.C. § 2371b and complements mandates from Presidential Executive Order 13806. On or after September 22, 2020, a competitive Cornerstone Initiative Request (CIR) will be issued exclusively to Cornerstone consortium members seeking proposals for advanced warhead technologies. The CIR targets development and validation of novel Warheads and Lethal Mechanisms (WLM) involving fabrication, loading, and testing to address current and future threats. The CIR solicits expenditure-based OTA proposals with incremental milestone payments over a period of up to five years, and it allows for a possible non-competitive follow-on production OTA upon successful prototype demonstrations. Participation requires entities to be members of the Cornerstone consortium with a signed management agreement, and potential offerors must begin the membership process before proposal review. The effort is intended to leverage consortium collaboration to enhance industrial resiliency and technology advancement in warhead systems. Interested parties are encouraged to monitor updates on beta.sam.gov and direct inquiries to the designated Army email for registration and further information. This notification serves solely for planning purposes and does not guarantee issuance of a CIR or any commitment from the government.
