The Army Contracting Command – Rock Island, in partnership with the Industrial Base Analysis and Sustainment Program and supported by the Combat Capabilities Development Command – Chemical Biological Center, plans to execute a prototype project aimed at advancing mission effectiveness and bolstering industrial base capabilities through an Other Transaction Agreement under 10 U.S.C. § 2371b. This effort is part of the Cornerstone Other Transaction Agreement, designed to establish a broad public-private consortium focused on strengthening U.S. manufacturing and defense industrial bases, complementing the mandates outlined in Presidential Executive Order 13806. The initiative includes issuing a competitive Cornerstone Initiative Request (CIR) for developing technology to economically and environmentally extract critical mineral concentrate from coal ash, a key material for downstream processing by U.S. and NATO facilities. The CIR, limited to members of the Cornerstone consortium, will result in a firm-fixed-price award with milestone-based payments over a 36-month performance period, with the potential for a non-competitive follow-on production transaction upon successful prototype demonstration. Participation in this opportunity requires entities to be members of the Cornerstone consortium with a signed Consortium Management Agreement, and those interested must have already initiated the membership process. Notifications and solicitations will be communicated via email to consortium members, with registration and contact details provided on the Cornerstone website. The Special Notice serves solely for planning and does not guarantee the issuance of a CIR or a contract award, nor does it obligate the U.S. Government in any manner. Interested parties are encouraged to monitor updates and direct inquiries to the designated government contacts. Congressional and media inquiries are to be routed through the Office of the Deputy Assistant Secretary of Defense for Industrial Policy.
