The contract involves a firm-fixed price purchase order awarded to Euromonitor International, Inc. of Chicago, IL, for the provision of data and analysis related to trade agreements and emerging markets in U.S. food and agriculture. This procurement is unique in that it will be awarded on a Justification for Other Than Full and Open Competition (JOFOC) basis without a formal solicitation, following the Federal Acquisition Regulation parts 12 and 13.5. The contract term includes a one-year base period with four additional option years, with an anticipated award date of June 23, 2017. The data supplied by Euromonitor is critical for the USDA's Economic Research Service (ERS), supporting analyses linked to major trade initiatives such as the Trans Pacific Partnership (TPP), the Transatlantic Trade and Investment Partnership (TTIP), and Brexit. Euromonitor’s extensive datasets provide detailed information on food expenditures across countries, retail and foodservice sales broken down by product, outlet type, manufacturer, and brand, as well as food pricing in local markets. This information is not readily available elsewhere and is vital for economic modeling and trade policy analysis conducted by ERS staff, particularly within the International Demand and Trade and Food Security and Development Branches. The corporate license grants access to consumer data categories including alcoholic drinks, consumer foodservice, fresh food, health and wellness, packaged food, pet care, retailing, and soft drinks. Vendors interested in providing similar services were invited to submit documentation within 10 days of the notice, but no oral communications or proposals were sought or accepted.
