The Naval Research Laboratory is issuing a Sources Sought Notice and Request for Information to explore industry capabilities for corrosion control, coating, and reflector panel fabrication services for a single AN/FSC-78 terminal located in Guam, supporting Code 8124 Advanced Operations Section. This notice is strictly for market research and procurement planning purposes and does not constitute a solicitation, nor does it obligate the government to award a contract. No quotes or proposals will be accepted, and any submitted will be deleted; the government assumes no financial liability for costs incurred in responding. The response deadline is June 4, 2026, and submissions must be limited to five pages and delivered in the form of a Capability Statement containing contact details, CAGE code, business size, NAICS and PSC codes, technical capabilities, commerciality documentation, product descriptions with brochures, past performance records, and GSA contract status. A preference for small business contractors is indicated. The work requires hands-on experience with the specific AN/FSC-78 terminal in Guam, sourcing of panels from the original manufacturer, and compliance with detailed technical specifications including surface preparation per SSCP-SP 12/NACE No. 5, corrosion repair, application of protective coatings, fabrication of reflector panels with photogrammetry-based RMS measurement, and packaging of all deliverables in a single 40-foot container bearing a valid Convention for Safe Containers plate. Key personnel must include senior antenna technicians with ten years of experience on large parabolic antennas, project managers with five years of experience, and other qualified engineers and inspectors, all of whom must have prior experience refurbishing full motion parabolic antennas. The period of performance for corrosion control and coating is July 1, 2026 through December 31, 2026, and for reflector panel fabrication it extends through July 1, 2027. While specific pricing and CLIN structures are not provided, the government has outlined a milestone-based payment structure for the corrosion control phase with payments tied to project phases totaling 100% of the contract value. The government will apply a best value, go/no-go evaluation upon any future solicitation, and responses may inform future specifications. All information submitted will be protected as proprietary, and classified material must not be included. Contractors are advised to monitor SAM.gov and SEAPORT for future formal solicitations.
