Solicitation # 554-27-003
The Texas Animal Health Commission is soliciting bids under solicitation number 554-27-003 for the procurement of low frequency RFID stick readers for livestock applications. The required equipment must include the RFID stick reader, a rugged padded case, a USB data transfer cable, and a charging cable with an adapter, with the capability to display multiple types of data simultaneously. This is an Invitation for Bids (IFB) process, typically awarding to the lowest responsive and responsible bidder. Bids must be submitted in a sealed envelope to the Purchasing Department in Austin, Texas, by 2:00 p.m. Central Time on December 3, 2026. Electronic or facsimile submissions will be rejected, and failure to properly label the envelope or complete the Information and Certifications Form will result in disqualification. The contract is governed by the laws of the State of Texas and the Texas Government Code. Award is expected in December 2026, with payments processed within 30 days of satisfactory delivery in accordance with the Texas Prompt Payment Act. Vendors must certify compliance with various state and federal regulations, including HUB status, antitrust laws, and cybersecurity training requirements. The Texas Animal Health Commission maintains the authority to monitor performance through document reviews and on-site audits, providing a ten-day window for corrective action if non-compliance is identified. Primary administrative and bidding contact is Bryan Krugman.

AI Contract Overview

This contract, identified by solicitation number AG-32SD-S-17-882591, concerns the procurement of a cosmic ray neutron sensor system designed for soil moisture estimation. The technical requirements specify a dual-detector setup consisting of bare and moderated detectors to measure fast neutrons, complemented by shielded sensors for barometric pressure, air temperature, and relative humidity. The system must achieve high sensitivity to infer volumetric water content with a precision of 2 percent within four hours of integration, maintaining a radius of influence of at least 200 meters and depth sensitivities of 0.3 meters or more. Data management requires the transmission of raw and processed sensor diagnostics at intervals as short as 30 minutes via a factory-installed Iridium or equivalent satellite modem using Short Burst Data service, ensuring accessibility on an open web service within four hours. To support operation in remote locations, the system must be compatible with a solar panel and battery setup, specifically a 50 Watt panel and a 35 Amp-hour battery, with an instrument enclosure designed to accommodate the battery.

Full Description

Cosmic ray neutron scattering for estimation of soil moisture with the following requirements. 1. Neutron detectors - we require two detectors (bare and moderated) that measure fast neutrons resulting from scattered cosmic rays (passive or ambient). 2. Auxiliary sensors (barometric pressure, air temperature and relative humidity) - we require shielded sensors to measure atmospheric temperature (+/- 0.2 degree Celcius) and relative humidity (+/- 2%), and an integrated sensor to measure barometric pressure (+/- 1 hPa). 3. Sensitivity and resolution - we require high sensitivity such that soil moisture (volumetric water content in percent) can be inferred at precisions of 2% in under 4 hours of cosmic ray sensor integration. It is understood that shorter time periods can be measured with higher uncertainty. The approximate radius of influence for 85% of the signal must be 200 m or more, with depth sensitivities of 0.3 m or more under typical soil moisture and agronomic or rangeland conditions. 4. Remote data access - raw and processed sensor data and diagnosics (e.g., battery voltage) must be transmitted at time intervals as low as 30 minutes, then posted to an open web service within 4 hours. Factory installed, tested and configured satellite modem (Iridium or equivalent) with Short Burst Data (SBD) service must transmit messages up to 340 bytes and receive messages up to 270 bytes in size in real time. Satellite telemetry is required, rather than a cellular modem, due to data coverage issues at remote sites. 5. Power requirements - the system must operate continuously and transmit data at intervals of 30 minutes or more. Remote locations require a solar panel and battery (not included with the instrument purchase) of no more than a 50 Watt panel charging a 35 Amp-hour battery (purchased separately). Furthermore the provided instrument enclosure for the datalogger and satellite modem must allow space for the battery.
