Montgomery County Pennsylvania is soliciting qualified firms to provide comprehensive cost estimating services under a contract that will initially last three years with the possibility of two one-year renewals, for a maximum term of five years. Upon expiration, the list of qualified firms will be dissolved and re-competition will occur through a new request for proposals. Firms selected will be added to a pre-qualified list and will be called upon as needed to provide detailed cost estimates for County projects spanning preliminary design through construction documents, including those without prior estimates. Services must include breakdowns by trade with overhead and fees included, and must encompass a broad range of cost management activities such as program estimates, detailed itemized estimates, estimate reviews, scope and budget assessments, value engineering, construction manager reconciliations, and change order evaluations. Firms are expected to have appropriate staffing to meet project deadlines, participate in meetings with County staff to validate and compare costs, and align estimates with local market conditions and project scope. Work schedules for individual projects will be mutually agreed upon between the County and each firm prior to initiation, ensuring flexibility to meet varying project timelines.

The County will issue requests for cost estimation for a specific project as they are required. The initial term will be for three (3) years with an option for two one (1) year renewals. The maximum term will be five (5) years, at which point the list will be eliminated and re-established through a future RFP.
The cost estimating services shall include, but are not limited to, review and recommendation of costs related to construction manager at agent, design, and construction contracts to assure that costs are commensurate with the project scope and local market conditions. The firms may also provide costs on projects ranging from preliminary design to construction documents which have not yet received cost estimates. All cost estimates shall be broken down by trade and include overhead and fees. The firms may be asked to attend meetings to compare, evaluate, and confirm costs with the Capital Projects Program Director and assigned County Project Managers.
The firms shall provide the following services at a minimum: meet with project management staff and review and/or provide cost estimates for County projects, have appropriate staffing to accomplish scope of work within the specified time as required by the County, provide traditional and specialized cost management services, including cost models, program estimates, detailed itemized estimates, estimate reviews, scope/budget reviews, value engineering studies, construction manager/contractor cost reconciliation, and change order cost evaluations.
Schedules for individual cost-estimating projects will vary depending on project scope and schedule. The County and the selected firm will agree to a schedule prior to commencement of work on an individual project.
