THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Naval Sea Systems Command (NAVSEA), on behalf of Program Manager, Expeditionary Missions (EXM) (PMS 408) is in the process of determining whether there are Commercial Off the Shelf (COTS) long range Non-Lethal Green Beam lasers with the requisite capabilities to successfully perform the requirements below. Requirements: The Commercial off the Shelf long range Non-Lethal Green Beam lasers must provide Hail, Warn, Suppress, and Disable effects against the operators of water craft, boats, or ships at up to approximately 3000 meters. Vendor's system should have a demonstrated capability in the areas of: Capability 1: Range from (Safe) approximately 300 meters to 3000 meters for the light to be seen. Capability 2: Beam Diameter at 300 meters approximately 2 feet and approximately 8 feet at 3000 meters. Capability 3: Eye safety distance no greater than 400 meters. Capability 4: Temperature ranges from 0 degrees Fahrenheit to 100 degrees Fahrenheit Capability 5: Be used aboard ships. Capability 6: Be mounted on a tripod or Machine Gun mount (Usually found on ships) Capability 7: Be maintainable by users for some issues, (such as Battery changing, cleaning etc.) Capability 8: Around the 532 nm spectrum The above listed capabilities do not reflect hard and fast requirements but a range to determine what capability exists on the COTS or nearly on the COTS that the Navy could use for its long range non-lethal effects. Additional Information: PMS 408 - Expeditionary Missions (EXM) Program Office is a NAVSEA program office with responsibilities in three areas: Explosive Ordnance Disposal (EOD), Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW), and Anti-Terrorism Afloat (ATA). This sources sought focuses on the ATA area, in which PMS 408 is responsible for the total life cycle management of ATA and Anti-Terrorism Shipboard and Expeditionary systems and equipment. The program consists of the planning, direction and integration of efforts relating to the definition, development, test and evaluation, acquisition, maintenance, logistic support, and in-service engineering of the ATA systems. Responses should be submitted electronically, in Portable Document File (PDF) format, and be limited to 50 pages. Respondents should submit an initial synopsis (commonly referred to as white paper) which outlines potential solutions based on the ability to meet the performance requirements outlined in this document. The written capabilities submitted by business vendors should demonstrate the ability to successfully perform the required capability / technology that is either currently on the shelf or in a detailed design state that could be delivered within 10 months. Specific information describing how the proposed solution meets the requirements is requested. If a potential solution meets some of the performance requirements, respondents are asked to highlight what can be met and what cannot. For those performance requirements that cannot be met, please detail the level and/or reason for the shortfall. The Navy invites both large and small businesses to address the questions below. The applicable North American Industry Classification System (NAICS) for this requirement is 334413. Interested small business concerns who are certified and qualified as small business under NAICS 334413, and registered in the Central Contractor Register (CCR) under NAICS 334413 shall provide evidence that the company can supply the required supplies.
