The U.S. Air Force Life Cycle Management Center’s Armament Directorate is soliciting proposals under a 10 U.S.C. 4022 Prototype Other Transaction agreement to develop a ground-launched counter-air Enterprise Test Vehicle and its associated Common Containerized Launcher system, aiming to accelerate innovation in supersonic missile technology. The effort targets affordable, digitally engineered, modular, and highly producible solutions that enable rapid integration of commercial or minimally modified subsystems, with the goal of reducing development timelines and addressing evolving warfighter needs. Proposals must be submitted by 4:00 PM Central Daylight Time on August 3, 2026, and selected vendors will be invited to present in-person during the week of August 10, 2026. Only prime vendors registered in SAM.gov and capable of handling Controlled Unclassified Information are eligible; interested parties must notify the point of contact by July 10, 2026, and obtain the solicitation package via SAM.gov after submitting a valid DD Form 2345 and verifying their ability to comply with U.S. export control regulations. Foreign ownership, control, or influence disqualifies entities from participating as primes or subcontractors, and all respondents must be U.S. citizens or lawful permanent residents located in the United States. The solicitation, numbered FA8659-26-R-9001, is restricted to vendors with active JCP certification or equivalent CUI handling capability, and all documentation is provided electronically with no hard copies issued. Proposals must include proprietary information properly marked to qualify for protection, and the government assumes no liability for unmarked trade secrets. All costs related to proposal development are borne by respondents, and participation does not guarantee a contract award. The government reserves the right to cancel the solicitation at any time without obligation to reimburse expenses. Successful prototyping could lead to a follow-on Family of Affordable Mass Missiles program. The contract opportunity is managed by the Air Force office located at Eglin Air Force Base, Florida, with key points of contact for technical and administrative inquiries listed. Vendors must monitor SAM.gov for amendments, as no further notifications will be issued independently.

Purpose:

The Air Force Life Cycle Management Center, Armament Directorate, Disruptive Futures Division (AFLCMC/EBZ) Counter Air Missile Program (CAMP)-Ground Launched Counter Air (GLCA) Enterprise Test Vehicle (ETV) acquisition team plans to enter one or more 10 U.S.C. 4022 Prototype Other Transaction (OT) agreements on the Armament Directorate Rapid Response Commercial Solutions Opening (CSO).  This notice serves as the solicitation for the CAMP-GLCA ETV missile and associated missile Common Containerized Launcher (CCL) system.  The Government is seeking proposals from prime vendors in accordance with the provided solicitation package no later than 4:00PM Central Daylight Time on 3 August 2026.  In-person oral presentations will be held during the week of 10 August 2026.  Interested vendors must notify the points of contact below of their intent to provide a proposal and participate in oral presentations by 4:00PM Central Daylight Time on 10 July 2026.  The CAMP Solicitation Document Package (which contains Controlled Unclassified Information (CUI)) will only be provided to those contractors that are registered and active in the Joint Certification Program (JCP) through the Defense Logistics Agency (DLA) or as can otherwise be verified to be capable of receiving and handling of CUI documents.

Background:

The Government seeks to prototype a new supersonic ground launched counter-air ETV weapon class. The focus of the effort is development of an affordable, digital, open/modular, and highly producible ground launched counter air ETV to support rapid integration and demonstration of commercial or minimally modified sub-systems and components into a new missile prototype. In response to challenges posed by escalating system complexity and prolonged time-to-field cycles, this ETV effort aims to revolutionize defense development paradigms. The imperative to address these challenges swiftly is underscored by the need for agility, efficiency, and innovation to meet evolving warfighter needs. Given completion of successful prototyping and funding, the effort could lead to a follow-on Family of Affordable Mass Missiles (FAMM)-GLCA development and production program.

The Government seeks innovative solutions, strong industry partnerships, and to leverage industry expertise to manage the development and execution of solutions. This solicitation requests proposals from both prime missile vendors and prime missile launcher system vendors.

CAMP Solicitation Document Package (CSDP):

The CSDP consists of the solicitation with attachments and other reference documents, including documentation associated with Industry Day and the Request for Information published 8 May 2026.  A majority of the documents within the CSDP contain Controlled Unclassified Information (CUI) restricted as Distribution D.  To receive the CSDP, interested parties must request access via SAM.gov below in the “Attachments” section and provide a valid DD Form 2345 to Robert “Garet” Simmons at robert.simmons.37@us.af.mil, Brent Barnhill at brent.barnhill.1@us.af.mil,  Susan Sparks at susan.sparks.1@us.af.mil, and Norma Taylor at norma.taylor@us.af.mil.

The CSDP will only be provided to interested prime vendors with a valid DD2345, or as otherwise can be verified capable of receiving and handling CUI documents.  Any recipient of the export-controlled information shall be a U.S. citizen or a person admitted lawfully into the United States for permanent residence and is located in the United States.

Upon verification of the vendor’s status and acknowledgment of responsibilities under U.S. export control laws and regulations, the requested CSDP will be available via SAM.gov.

In accordance with (IAW) the National Industrial Security Program Operating Manual (NISPOM), foreign firms or U.S. companies determined to be under Foreign Ownership, Control, or Influence (FOCI) will not be permitted to participate as a prime contractor or subcontractor.

The Government will not provide a hard copy of the CSDP.  It must be downloaded from SAM.gov. Any future information pertaining to this requirement will be posted on the SAM.gov website. Interested parties should monitor the SAM.gov website for changes or amendments to the solicitation.

Contractors must be registered in the System for Award Management (SAM) database to be eligible for award and must remain registered throughout the life of the contract.

Notice of Contract Action for Joint Air-to-Surface Standoff Missile (JASSM) and Long Range Anti-Ship Missile (LRASM)The U.S. Air Force is expanding production of the Joint Air-to-Surface Standoff Missile (JASSM) and Long Range Anti-Ship Missile (LRASM) under a sole-source procurement to Lockheed Martin Missiles and Fire Control and Lockheed Martin Rotary and Mission Systems, covering Lots 27 through 33 for JASSM and Lots 13 through 19 for LRASM, with quantities up to 11,200 missiles across multiple variants over a five to seven-year period. The effort encompasses not only the missiles themselves but also associated hardware and software components including missile containers, aircraft interfaces, mission and maintenance software, telemetry kits, precision targeting imagery, weapon system simulators, technical data, obsolescence management, upgrades, and full sustainment infrastructure. Sustainment activities include repair of non-warranty items, replacement parts, special tooling, demilitarization, administrative support, and the continued operation and maintenance of the two dedicated production facilities, P-14 and P-72. The program requires extensive upfront investment and long lead times for manufacturing setup, with deliveries expected to begin approximately 27 months after contract award. The procurement is authorized under RFO 6.103-1 as there is only one responsible source capable of fulfilling the requirement due to Lockheed Martin’s unique manufacturing capabilities, proprietary software expertise, established supply chain relationships, and absence of a government-owned technical data package that could be transferred to another vendor. Lockheed Martin Missiles and Fire Control is the sole producer of the systems at its Orlando facility, while Lockheed Martin Rotary and Mission Systems provides mission planning software critical to the weapon system’s operation. No other entity has the engineering, production, or sustainment infrastructure to replicate this capability. The announcement is a presolicitation notice requiring potential vendors to submit a concise capabilities statement by July 25, 2026, though no solicitation or bid package currently exists and the government retains full discretion on whether to proceed with a formal contract. Submissions will be reviewed exclusively by government personnel, and foreign participation is prohibited. All inquiries must be directed to the designated Air Force points of contact.
