AI Contract Overview
The contract solicitation SPE4A6-26-T-48Y2, issued by the ASC Commodities Division of the Department of Defense, seeks two electrical counters with NSN 6680-01-178-4599, to be delivered within 188 days of award to New Cumberland, Pennsylvania. The requirement explicitly excludes Item Unique Identification per DFARS 252.211-7003(c)(1)(i), but enforceable technical and quality standards derived from the DLA Master List take precedence over general specifications such as ASTM D3951. Packaging and labeling must fully comply with MIL-STD-129, including 2D Data Matrix barcoding consistent with MIL-STD-130N, and adherence to RP001 DLA Packaging Requirements. Hazardous materials, if present, must be labeled per 29 CFR 1910.1200 unless exempted by federal statutes, and all packaging must carry required markings for identification, quantity, and origin. Export-controlled technical data associated with this item is subject to ITAR or EAR regulations, restricting access to only those contractors holding valid US/Canada Joint Certification Program certification, having completed mandatory DLA export control training, and receiving prior DLA authorization. The contract mandates cybersecurity compliance with NIST SP 800-171 Rev 1 and requires submission of assessment results to the Supplier Performance Risk System, with corresponding DFARS clauses governing the safeguarding of covered defense information and cyber incident reporting. Offerors must maintain current SAM registration, submit a valid CAGE code, and provide representations regarding size status, socioeconomic classifications, and any involvement with covered defense telecommunications equipment. All proposals must be submitted electronically via DIBBS before the May 20, 2026 deadline, with performance assessed at destination and invoicing through WAWF. The contract type remains undetermined pending award, with FAR 52.216-1 ALT I allowing offerors to propose alternative contract structures. Payment, accounting, and administrative details will be finalized in the resulting award document, and the Government retains sole authority for inspection and acceptance.
