The intersection of Country Club Drive and Oakmont Drive/Old Walnut Canyon Road is located within Flagstaff, Arizona, east of downtown and southeast of the Interstate-40 (I-40) corridor. The intersection is currently two-way stop controlled, with free flow traffic in the north/south direction on Country Club Drive. Country Club Drive is considered a truck route in the north/south direction connecting to the I-40 interchange. The intersection is surrounded by single-family residential, high density residential, and commercial land uses. Existing conditions do not include pedestrian and bicycle infrastructure, there is an unpaved trail on the east side of Country Club north of the intersection. The intersection was considered to have a history of crash problems and nearby residents have expressed concern with sight visibility while driving. The project presents an opportunity to improve pedestrian and bicycle infrastructure through improved ADA compliance, safer crossings, and greater separation from motor vehicle traffic. The intersection is located within a FEMA designated Zone AE Floodway and is subject to development restrictions. Water and wastewater upgrades within the limits of construction are anticipated. Examples of this work include standardization of AC water main connections and replacement of 8" and 12" VCP wastewater lines. The work is anticipated to occur within existing City of Flagstaff roadway right-of-way, however additional right-of-way or permitting for temporary construction easements may be required at the intersection corners to allow for the construction of new FUTS, pedestrian ramps, and sidewalks. Full closure of Country Club Drive at the new intersection is not likely, phasing of work needs to be planned for in the design and subsequent construction. These Design services will include Final (Sealed) stage design plans, specifications, special provisions, bid schedule, and an engineer's construction estimate. Scope will also include construction administration services as well as procurement support. Deliverables for this Project include, but are not limited to, complete plans, specifications, special provisions, bid schedule, engineers construction estimate, scheduling and conducting project update meetings, working with CMAR contractor during design phases, construction management services, and project As-Builts prepared in conjunction with the CMAR. Professional Engineering Services for Lone Tree Road Feasibility Study, O'Leary St to J.W. Powell Blvd
Solicitation # 2026-446
The City of Flagstaff is seeking an Arizona licensed professional engineering firm to conduct a feasibility study for the Lone Tree Road corridor from O'Leary Street to John Wesley Powell Boulevard. With an estimated budget of 350,000 dollars, the project aims to enhance regional mobility and safety by evaluating the need for a traffic interchange or grade-separated crossing at I-40 and determining the optimal roadway cross-section south of Pine Knoll Drive. The scope includes pre-NEPA environmental analysis, drainage and utility studies, and the development of 15 percent design plans. A primary objective is the implementation of complete streets in alignment with the City's 2022 Active Transportation Master Plan, focusing on ADA compliance and improved pedestrian and bicycle infrastructure. The selection process is qualifications-based, evaluating firms on their experience, personnel, and specific knowledge of the Flagstaff region. Key deliverables include a final feasibility report, an engineer's construction cost estimate, and all associated CAD files. The project is expected to be awarded in November 2026, with design services concluding by October 2027. The resulting contract will be governed by Arizona state law and includes standard provisions regarding public records, conflict of interest, and monthly invoicing contingent upon the acceptance of satisfactory services.
