Design Services - Hawes Road: Chandler Heights Rd. to Ocotillo Rd. Improvement Project

The Town of Queen Creek is soliciting design services for the Hawes Road Improvement Project, spanning from Chandler Heights Road to Ocotillo Road. The primary objective is to widen Hawes Road into a complete major arterial roadway featuring a two-way left turn lane. The scope of work includes conducting a bridge analysis for the Queen Creek Wash crossing to accommodate the new cross section, performing pavement analysis for replacement or treatment recommendations, and executing a traffic analysis to improve flow at the Hawes Road and Chandler Heights intersection, with a specific focus on local school operations. Additional requirements include the design of streetlights, stormwater systems, signalized pedestrian crossings, and the coordination and undergrounding of utilities. The procurement is conducted via Request for Qualifications RFQ No. 27-009, with a submission deadline of October 13, 2026. Awards will be based on an overall best value determination. Mandatory qualifications for respondents include being in continuous business for at least five years, demonstrating financial stability, and ensuring the lead design professional is properly licensed and certified. Selected consultants will operate under a Design Professional Master Contract, with specific work authorized through Project Task Orders. Mandatory compliance includes providing a non-collusion affidavit, certification regarding debarment, and meeting strict insurance requirements, including professional liability coverage of 2 million dollars per claim.
