Notice of Intent to Award Sole Source Contracts Department of Justice, United States Marshals Service The U.S. Marshals Service (USMS) intends to award a sole source contract for Court Security Officer's Services for the protection of the Federal Judiciary for the following Circuits: 3rd (Delaware, New Jersey, Pennsylvania, and Virgin Islands), the 7th (Illinois, Indiana, and Wisconsin), the 9th (Northern Mariana Islands, Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Oregon, Washington, and Guam), and the 11th (Alabama, Florida, and Georgia). The contractor must provide all the management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided by the Government) and plan, schedule, coordinate, and ensure effective performance of Court Security Officer Services. The contractor must provide at a minimum, qualified Court Security Officers (CSOs) that have successfully completed federal, state, county, municipal or military law enforcement academy training; that have a minimum of three calendar years experience as a certified law enforcement officer with arrest authority; background investigation; and physical fitness requirements. The North American Industry Classification System (NAICS) code is 561612. The Government intends to award a separate contract for each judicial circuit listed above. The resulting contracts will be fixed price, indefinite-delivery, indefinite-quantity, time-and-materials, labor hour contracts with a six-month base period beginning April 1, 2011 through September 30, 2011. The Office of Security Contracts, Judicial Security Division of the United States Marshals Service proposes to enter into contracts with the following current contractors for the purpose of continuing Court Security Officer Services by the following contracts: 3rd Judicial Circuit MVM, Inc 44620 Guilford Drive, Ste. 150 Ashburn, VA 20147 7th, 9th, 11th Circuits AKAL Security, Inc. 7 Infinity Loop Espanola, NM 87532 This notice of intent is not a request for competitive proposals.
