RFP-017-3034501-JC - Countywide Armed Security Guard Services

The County of Orange is seeking qualified Contractors to establish a Regional Cooperative Agreement (RCA) for Countywide Armed Security Guard Services. These services are critical to maintaining safe and secure environments for employees, members of the public, tenants, and other stakeholders across a wide range of County facilities and operational settings. Services may include, but are not limited to, access control, patrol services (vehicle and foot), incident response, emergency response, traffic control, report writing, coordination with law enforcement, and enforcement of agency policies and procedures. The RCA is designed to support varying operational needs across multiple agencies and locations, including administrative offices, public-facing facilities, secured sites, and specialized environments such as airport operations at John Wayne Airport (JWA). Service requirements may fluctuate based on operational demands, and no specific volume of work or level of usage is guaranteed under this RCA. The selected Respondent(s) will be responsible for providing trained, licensed, and qualified armed security personnel capable of operating in diverse and dynamic environments. Services must be performed in compliance with all applicable federal, state, and local laws and regulations, including those governing use of force, firearms, and security operations within the State of California. The County requires Respondent(s) that can provide reliable staffing, maintain operational demands, including the ability to scale operations, support multiple locations, and provide scheduled, emergency, or temporary services as needed.
