The County of Orange operates a large and diverse portfolio of facilities that support essential public services, including public-facing offices, clinical and health service locations, libraries, detention and secure facilities, training centers, and administrative buildings. These facilities experience high daily usage, extended operating hours, and serve a wide range of users, including County staff, justice-involved individuals, vulnerable populations, and the general public. Maintaining clean, safe, and sanitary facilities is critical to supporting County operations, protecting public health, ensuring regulatory compliance, and maintaining public trust. Janitorial services play a direct role in risk reduction, infection prevention, facility longevity, and overall service delivery, particularly in high-traffic, high-risk, and continuously operating environments. The County is seeking a contractor capable of delivering consistent, professional, and full-service janitorial operations across multiple facility types with varying usage patterns, security requirements, and sanitation needs. The work extends beyond routine cleaning and requires the ability to adapt to operational realities, including after-hours service, emergency response, enhanced disinfecting, exterior waste challenges, and day porter support at select locations. Project Challenges: Managing services across multiple departments and facility types, each with distinct operational needs Maintaining sanitation standards in high-traffic and public-facing environments Supporting facilities with 24-hour operations, secure areas, or restricted access Addressing specialized cleaning requirements, including biohazard-sensitive areas and infection-control environments Responding quickly to unplanned events, such as spills, public health concerns, or increased facility usage Ensuring consistent service delivery while coordinating with County staff, facility managers, and security personnel A successful contractor will demonstrate the ability to deliver reliable, consistent, and high-quality cleaning services across all assigned facilities; proactively manage staffing, supervision, and communication to prevent service gaps; and recognize that this is a full-service operation requiring more than surface-level or minimum-effort cleaning. The contractor must respond promptly to day-to-day needs, issues, and emergency situations while maintaining strong quality control, compliance, and accountability practices. Successful vendors will also demonstrate a clear understanding of the County's operational complexity, show flexibility and responsiveness, and present a service approach that prioritizes health, safety, professionalism, and consistency in support of clean, safe, and professional County environments.
