All information received will be held by NAVFAC Washington / FEAD Quantico to support acquisition strategy development and internal decision-making.

I Background and Purpose:

NAVFAC Washington / FEAD Quantico is conducting market research to determine the availability, capability, and capacity of qualified commercial contractors to provide complete basewide janitorial and custodial services across facilities located at Marine Corps Base (MCB) Quantico, Virginia.

Current Acquisition Posture – This requirement is currently performed under an existing contract awarded through the Small Business Administration (SBA) 8(a) Business Development Program expiring on March 31, 2027. In accordance with the Small Business Act and federal acquisition regulations, the Government is primarily surveying the market to identify qualified and capable SBA-certified 8(a) small business concerns (including 8(a) single-entity, tribally-owned, ANC, or NHO participants) to assess whether a follow-on sole-source award or competitive 8(a) set-aside is the appropriate acquisition strategy.

Secondarily, the Government invites capabilities statements from other SBA-certified socioeconomic small business categories (HUBZone, SDVOSB/VOSB, and WOSB/EDWOSB) to assess total small business industry capacity.

II Summary Scope of Work:

The Contractor shall provide all personnel, management, supervision, tools, equipment, transportation, materials, supplies, and quality control necessary to deliver comprehensive custodial and janitorial services at MCB Quantico facilities.

Representative tasks include, but are not limited to:

• Routine Cleaning & Sanitation: Daily cleaning, sanitizing, and restocking of restrooms, locker rooms, breakrooms, and common areas.

• Surface Maintenance: Emptying trash, recycling receptacles, and bulk waste disposal.

• Floor Care: Sweeping, dust-mopping, damp-mopping, buffing, and periodic stripping and waxing of hard surface floors.

• Carpet Care: Routine vacuuming, spot cleaning, and periodic hot-water extraction deep cleaning.

• Glass & Fixture Cleaning: Interior and exterior window cleaning, partition washing, and drinking fountain sanitization.

• Security & Installation Access: Strict compliance with Department of the Navy and MCB Quantico physical security policies, including Defense Biometric Identification System (DBIDS) credentialing for all personnel.

III Submission Requirements (Capability Statement):

Interested, qualified small business contractors capable of self-performing the required work are invited to submit a Capabilities Statement. The submission shall not exceed two (2) pages (excluding title page) and must address the following:

A. Company Information

1. Company Name, Address, and Website.
