AI Contract Overview
This contract solicitation is a total small business set-aside for professional training services to design, align, deliver, and support three iterations of a Courtroom Testimony and Report Writing course for the Yuma Border Patrol Station’s Highway Interdiction Team and their supervisors. The solicitation, issued under FAR Part 12 as a commercial services procurement, is firm-fixed-price and follows a Lowest Priced Technically Acceptable (LPTA) evaluation method. Technical acceptability is determined by a pass/fail gate requiring full compliance with the minimum requirements outlined in the Statement of Work, with pricing being the sole differentiator among technically qualified offerors. The work must be performed at the Yuma Sector Border Patrol Headquarters in Arizona, though alternative locations require written approval. All deliverables—including course agendas, electronic training materials, attendance rosters, student evaluations, and a final after-action report—must be submitted electronically to the Contracting Officer’s Representative within strict timelines, with the final report due within 30 days after the second course iteration. Materials must comply with Section 508 accessibility standards and be suitable for Law Enforcement Sensitive and For Official Use Only environments, using redacted or hypothetical case examples to protect privacy. The contractor is prohibited from recording sessions or releasing any materials or rosters without government authorization. The solicitation is reserved exclusively for small businesses as defined under NAICS Code 611519, with mandatory adherence to FAR clauses governing small business representation, accelerated payments to small business subcontractors, whistleblower rights, combating trafficking in persons, and electronic funds transfer for payments. Offerors must maintain an active System for Award Management registration and comply with all applicable representations and certifications, including those related to security prohibitions, internal confidentiality agreements, and convicts labor. Quotes must be submitted via email to Jesus Solis at jesus.solis@cbp.dhs.gov no later than 5:00 PM MST on June 4, 2026, and must include the solicitation number 70B03C26Q00000152.
