The Florida Army National Guard is urgently seeking emergency lodging services to support efforts in preventing and controlling the spread of COVID-19 among U.S. personnel, including service members, civilians, contractors, and dependents. This requirement arises from the need to comply with guidance from the World Health Organization, the Centers for Disease Control and Prevention, the Department of Defense, and U.S. Army Europe, aimed at implementing force health protection measures in the area of operations. The intent is to either isolate infected individuals or confine the outbreak to as small a population as possible, minimizing further transmission and fatalities. Due to the critical nature of the pandemic response, the usual procurement timelines have been expedited significantly, as delays of even 30 to 60 days could result in a substantial increase in COVID-19 cases and deaths. This contract, identified by solicitation number W911YN20P1041 and posted on May 11, 2020, falls under NAICS code 721110 for lodging. The contract is managed by the Department of Defense office located in St. Augustine, Florida, and reflects the urgent public health responsibility to rapidly secure lodging services for quarantine or isolation purposes throughout the state to protect public health.

THIS IS A SPECIAL NOTICE Florida Army National Guard has a public responsibility to comply with the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) guidance to prevent further spread of COVID-19. They are also required to comply with Department of Defense and U.S. Army Europe guidance to implement plans to ensure compliance with directed force health protection measures throughout the area of operations in order to prevent an outbreak of COVID-19 within U.S. personnel (service members, civilians, contractors, and dependents) or confine it to as small a population as possible. In order to comply and put protective measures in place, FLARNG has an urgent need for emergency Lodging services. These services are required in order to protect the public from the spread of (or isolate people infected with) COVID-19. Every day that passes confirmed COVID-19 cases spike and the death toll increases. It is imperative that these services are obtained as quickly as possible to protect public health. The U.S. Government cannot apply standard procurement times to an acquisition of this urgent nature. Even the short time-lines of 30-60 days to award, could result in hundreds of thousands more being infected or dying.
