MEMORANDOM FOR RECORD:

COX NEVADA TELCOM LLC

FY27 OPTION YEAR EXERCIZED

CAGE CODE: 6BGT3

SUBJECT: DETERMINATION AND FINDINGS CONCERNING THE EXERCISE OF OPTION(PRICING)

AUTHORITY:

In accordance with the requirements of FAR 17.207, findings are made as follows:

FINDINGS:

  1. The U.S. Marshals Service shall exercise all FY27 contracts with option years, unless specifically notified regarding a single contract.

  1. The U.S. Marshals Service has an existing need for BTOOLKIT(ITD)/INTERNET/CABLE. Special Notice posted on SAM.gov. Notice ID FY27OYCOXNEVADATELCOM.

  1. Applicable CLINS will be exercised to continue services for the contract period FY27 from 02 MARCH 2027 through 01 MARCH 2028.

  1. The contractor has shown that it is capable of providing the services in an acceptable manner over the previous contract period.

  1. This option was evaluated as part of the overall initial contract evaluation.

  1. An informal analysis of prices and an examination of the market indicate that the available option price is more advantageous, all factors considered.

7. Price Analysis:

Any disruption of service BTOOLKIT(ITD)/INTERNET/CABLE could potentially mean that small bridge contracts will have to be awarded until another large contract can be put into place. This will cause additional money, and time to be expended by individuals involved in the award process and a possible break in the contract. This is an unacceptable risk for the USMS.

DETERMINATION

In consideration of the Government's need for continuity of services and a favorable informal price analysis, it is determined that the exercise of this option is the most advantageous method of fulfilling the Government's need. It is further determined that all actions have been completed in accordance with the terms of the contract option extension clause, and the requirements of Section 17.207 of the Federal Acquisition Regulations.

Notice of Intent to Award Sole Source, GAMS Licenses and Maintenance
Solicitation # 68HERL27Q0013
The U.S. Environmental Protection Agency (EPA) intends to award a firm-fixed-price sole source contract under solicitation 68HERL27Q0013 for the procurement of General Algebraic Modeling System (GAMS) software licenses, maintenance, and technical support. This acquisition supports economic and scientific modeling activities across several EPA offices, including the Office of Clean Air Programs, Office of Transportation and Air Quality, Office of Policy, and the Office of Applied Science and Environmental Solutions. The scope includes providing access codes for the GAMS Base Module and various solvers such as CONOPT, CPLEX, DICOPT, MPSGE, and PATH. The contract structure consists of a one-year base period followed by four optional one-year extension periods. Under the terms of the agreement, the contractor must deliver all required software license and maintenance access codes electronically to the designated Contracting Officer's Representative (COR) within 14 calendar days of the award or authorized order. The COR is responsible for verifying the functionality of these codes. No onsite labor or travel is anticipated, and no government-furnished equipment will be provided. While this is a notice of intent for a sole source award, interested firms may challenge the intent by submitting a capability statement to Contracting Officer Evangelina Langett by November 4, 2026. Such responses must provide clear and convincing evidence of technical expertise and demonstrate a distinct cost and time advantage over the proposed sole source provider.
