The U.S. Navy, through Navy Supply System Fleet Logistics Center San Diego, intends to award a sole-source Firm-Fixed-Price contract to Chestnut Ridge Foam, Inc. for the procurement of 352 CR SAFGUARD XL (Soft) Dual-Firmness mattresses under solicitation number R218226071S101. This action is authorized under FAR 13.106-1(b)(1) as a non-competitive acquisition due to the proprietary nature of the product, which is the only mattress that meets the Navy’s life-safety and ergonomic requirements for shipboard use aboard the USS Paul Hamilton (DDG-60). The mattresses are designed with an inherently fire-resistant foam core compliant with MIL-STD-1623E, forming a stable carbon char under flame exposure without chemical retardants, and feature unique dual-firmness engineering critical to improving Sailor sleep hygiene, cognitive performance, and physiological recovery during extended maritime operations. No alternative products or authorized distributors exist, and substitution is prohibited due to unacceptable safety risks. The delivery and installation will occur at the ship’s location in San Diego, California, with final acceptance conducted by the Navy upon arrival. The contract does not utilize competitive procedures, and no solicitation for alternative offers will be issued. The notice of intent to award is not a request for proposals and will not be responded to unless a respondent provides clear and convincing evidence that competition would benefit the Government; such responses must be submitted by May 7, 2026, and may not include proprietary, classified, or sensitive information. The NAICS code is 337127 with a size standard of 500 employees, and the PSC code is 2090. Although the contract is a simplified acquisition under FAR Part 13, specific pricing, payment office details, accounting data, invoicing methods, and contracting officer contacts are not disclosed. No formal evaluation factors, weighting, or inspection criteria beyond MIL-STD-1623E compliance and product exclusivity are documented, and no representations, certifications, or delivery terms such as FOB are provided in the public notice. The procurement supports a Navy sleep study pilot aimed at modernizing habitability standards on board naval vessels.
