The Naval Surface Warfare Center (NSWC) Crane seeks to procure Cramaro Tarp All Systems through a sole-source contract with Cramaro Tarpaulin Systems, Inc., located in Melbourne, Florida. This procurement is justified because the existing Cramaro Tarp All System is already installed, and replacement grey tarps must be supplied by the original equipment manufacturer (OEM) to ensure system compatibility. The contract will be awarded under the authority of FAR 13.106-1, which permits sole-source procurement, although the government invites all responsible sources to submit capability statements for consideration. Final decisions on competition are at the government’s discretion, and any information provided will primarily determine whether a competitive process is necessary. The solicitation, identified as N00164-26-Q-0053, was issued on February 25, 2026, and responses must be submitted by March 3, 2026, by 4:00 PM Eastern Time.
