The New York State Office for People With Developmental Disabilities (OPWDD) is soliciting proposals under RFQ OPD-2026-73 to implement the Creating Space Peer-to-Peer Training Initiative. The primary goal is to address stress, conflict, and morale issues related to Diversity, Equity, and Inclusion by establishing a Master Trainer system. This system is designed to allow OPWDD to internally replenish its pool of trainers indefinitely, reducing reliance on external vendors. The selected contractor will be responsible for developing a Master Trainer Design Document, a Facilitator Guide in Microsoft Word, an accessible PowerPoint presentation using APA format, and a Master Trainer Toolkit. Additionally, the scope includes delivering four 2-day in-person Train the Trainer sessions, one 3-day in-person Master Train the Trainer session, and various virtual and in-person coaching and consultation sessions. This opportunity is restricted to bidders with active certifications as Minority- and Women-Owned Businesses (MVBEs), Service-Disabled Veteran-Owned Businesses (SDVOBs), or Small Business Enterprises (SBEs). Proposals must be submitted by November 18, 2026, and include a specific Cost Proposal Form and a written technical explanation of how deliverables will be met. Award decisions will be based on the lowest price or best value to a responsive and responsible bidder. All developed work products will become the sole property of NYS OPWDD upon acceptance. Compliance with State Finance Law sections 139-j and 139-k regarding restricted communications is mandatory, and contractors awarded over $100,000 must comply with Tax Law Section 5-a.
