The Federal Deposit Insurance Corporation (FDIC) is soliciting quotes under RFQ CORHQ-26-Q-0426 for a firm-fixed-price contract to procure licenses for credit ratings research databases and data feeds from nationally recognized statistical rating organizations. The requirement is divided into two lots: Lot 1 for Credit Research and Ratings Licenses and Lot 2 for Ratings Feed Licenses. These services provide credit opinions, research, and tabular data on bank and financial holding companies and various fixed-income securities to support market monitoring and risk profile determination. The contract includes a base period from January 1, 2027, to December 31, 2027, with three subsequent one-year option periods extending through December 31, 2030. The award will be based on the Lowest Price Technically Acceptable (LPTA) criteria, with the FDIC reserving the right to award multiple contracts. Technical acceptability and financial capability are evaluated on a pass/fail basis, and resellers must provide an official authorization letter. Proposals are due by 12:00 PM EDT on November 6, 2026, and must be submitted in four separate parts: the pricing schedule, representations and certifications, software license agreements or terms and conditions, and reseller authorization if applicable. Invoicing must be processed electronically through the Invoice Processing Platform (IPP), and contractors must maintain an active System for Award Management registration.
