Wyoming State Construction Department, Procurement, on behalf of the Wyoming Department of Environmental Quality (Procuring Agency) will receive proposals until 1:00 p.m. Mountain Time on September 18, 2025, online at Public Purchase for professional engineer services in support of bedrock remediation for Voluntary Remediation Program (VRP) Site #58.093 (Site), also known as the Crosby Blowout, which is located northwest of Clark, WY, alongside Line Creek. Project Description: A natural gas well blowout resulted in petroleum contamination at the Site in September 2006. Groundwater contamination in the alluvial aquifer was reduced to remedial levels, but the bedrock aquifer remains impacted by free product and dissolved-phase petroleum constituents. The groundwater extraction remedy implemented by the Volunteer was abandoned before completion due to their bankruptcy filing. The awarded firm may sample monitoring wells, produce a current conditions report, and prepare a remedial longevity analysis for the existing groundwater extraction system during Phase I ; implement the selected remedy during Phase II; and perform regular monitoring and maintenance until the Site is eligible to be decommissioned during Phase III .
