Solicitation Number: 70FBR418R00000022 Notice Type: Combined Synopsis/Solicitation PSC V699 NAICS 488490 DESCRIPTION OF SERVICES This notice is a combined synopsis/solicitation. This is a combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; responses are being requested and a written solicitation will be issued. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-96), effective November 06, 2017. The Federal Emergency Management Agency (FEMA) RIV Atlanta Office- desires to seek out a service provider who possesses the ability to develop along with key FEMA personnel, a network of transportation and emergency cross dock/freight forwarding services operations centers in the Southeast. As national emergency situations occur, the need for transportation and logistics services into the "Affected Area" are most critical. An efficient, reliable and highly flexible operation is needed to provide the Agency, as well as local governments, the supplies needed to present relief to citizens in the affected area. The service provider must possess an adequate owned and directly controlled infrastructure as well as information technology to efficiently manage, communicate and process various levels of supplies to the "affected area". In order to respond to an incident or event, FEMA Region IV may establish a FSA (Federal Staging Area) or ISB (Incident Support Base) at one of the following locations: 1. Naval Air Station Jacksonville, FL 2. Maxwell Air Force Base, Montgomery, Al 3. Meridian Air Base, Meridian, MS 4. Fort Bragg, Fayetteville, NC 5. Fort Campbell, Ft. Campbell, KY 6. Fort Gordon, Fort Gordon, GA 7. Homestead AFB, Homestead, FL 8. North Air Force, Aux. Field, North, SC 9. Albany MCLB, Albany, GA 10. Fort Jackson, Columbia SC 11. Fort Knox, Fort Knox, KY 12. Arnold AFB, Manchester, TN 13. Charleston AFB, Charleston, SC 14. Fort Stewart, Fort Stewart, GA 15. Moody AFB, Valdosta, GA 16. Fort Benning, Fort Benning, GA 17. Dobbins AFB, Marietta, GA 18. Naval Air Station Pensacola, Pensacola, FL 19. Columbus AFB, Columbus, MS 20. Other Locations TBD Other FSA or ISB sites, including commercial sites, are possible and mission specific. The established FSA (or ISB) will provide commodity and resource support to a state(s) or geographic area within the FEMA Region IV states (Florida, Georgia, Alabama, Mississippi, Tennessee, North Carolina, South Carolina, and Kentucky). Region IV may assist other regions throughout the United States. FEMA intends to offer a Multiple Award Blanket Purchase Agreements (BPA's) with a fixed rate schedule to the responsible vendor who proposal conform to the solicitation will be most advantageous to the government, past performance and other factors considered in accordance with the Request For Proposal (RFP) 70FBR418R00000022. The period of performance for this requirement is base year plus one (1) option year period. Basis for contract offer: This acquisition is being conducted under FAR Parts 12.6 Acquisition of Commercial Items, and FAR Part 15, Contracting By Negotiations. Quotes will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration for contract offer. Vendors submitting quotes to this requirement must be actively registered in the System for Award Management (SAM) to participate; quotes received from vendors that are not currently registered will be rejected. In addition vendors must provide at least three (3) references of work of a similar nature. Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable buyer to respond. Questions must be submitted to annette.wright@fema.dhs.gov by July 31, 2018. Place of performance is DHS/FEMA 3003 Chamblee-Tucker Road, Atlanta GS 30341 Questions not received within a reasonable time prior to close of the solicitation may not be considered.
