A three-year Extension of Time (EXT 26-005) for Conditional Use Permit 22-005A, previously approved for the development of a 154,876 square foot warehouse and associated site improvements on an approximately 6.04 acre site. The original project was evaluated through an Initial Study/Mitigated Negative Declaration (IS/MND), adopted by the Planning Commission on December 20, 2022, together with a Mitigation Monitoring and Reporting Program (MMRP). The Extension of Time does not authorize new development, modify the previously approved project, or result in a direct or reasonably foreseeable indirect physical change in the environment. Accordingly, the Extension of Time is not considered a project subject to CEQA pursuant to CEQA Guidelines Sections 15060(c)(2), 15060(c)(3), and 15378(b)(5). Alternatively, if the Extension of Time were considered a project under CEQA, the City has determined that none of the circumstances requiring subsequent environmental review under Public Resources Code Section 21166 and CEQA Guidelines Section 15162 have occurred. Therefore, no further environmental review is required.

Fifth Street Widening and Replacement of the City Creek Bridge (#54C0016)The City of Highland is undertaking the Fifth Street Widening and Replacement of the City Creek Bridge project in San Bernardino County, California. The scope of work focuses on infrastructure improvements at City Creek, a tributary to the Santa Ana River, specifically involving the replacement of an outfall on the east bank of the City Creek Channel on the south side of the 5th Street Bridge. This modification is designed to accommodate additional storm flows from a regional 72-inch storm drain and includes the removal or abandonment of an existing 24-inch pipeline and outfall, as well as the removal and replacement of existing riprap. The project extent covers approximately 144 feet from the edge of 5th Street to the outfall location. The project is subject to strict environmental and regulatory compliance, including the California Environmental Quality Act and the associated Mitigated Negative Declaration. It has received approval from the City of Highland City Council and the California Department of Fish and Wildlife under Lake and Streambed Alteration Agreement EPIMS-SBR-65864-R6, pursuant to Fish and Game Code section 1602. Key deliverables include the implementation of a modified outlet structure as detailed in Addendum 1 to the Initial Study/Environmental Assessment, with all approved mitigation measures serving as conditions for project execution. Primary administrative contact for the project is Kim Stater, the Assistant Community Development Director for the City of Highland.
