The City of Highland is executing the Fifth Street Widening and Replacement of the City Creek Bridge project, which includes critical infrastructure upgrades to the City Creek Channel in San Bernardino County. The scope of work focuses on replacing the existing outfall on the east bank of the channel, south of the 5th Street Bridge, to accommodate increased storm flows from a new regional 72-inch storm drain. This process involves the removal or abandonment of an existing 24-inch pipeline and outfall, as well as the removal and replacement of existing riprap. The total project area extends approximately 144 feet from the edge of 5th Street to the outfall location. The project is governed by several regulatory requirements, including the California Environmental Quality Act and Fish and Game Code section 1602. The California Department of Fish and Wildlife has issued Lake and Streambed Alteration Agreement EPIMS-SBR-65864-R6, making specific mitigation measures a condition of approval. Environmental clearances were finalized through a Mitigated Negative Declaration and a Notice of Determination, with project approvals granted by the City of Highland on September 9, 2025, and by the California Department of Fish and Wildlife on September 1, 2026. The project is classified under NAICS code 237310.
