Pierce County Planning and Public Works, Office of the County Engineer, Pierce County (County) is requesting engineering, environmental, geotechnical, public involvement, and design services for the purpose of conducting an alternatives feasibility study of a new roadway alignment connecting the west side of the Orting Valley to SR 162. The selected consultant will evaluate feasible corridor alternatives, identify environmental and engineering constraints, assess community and stakeholder considerations, and recommend a preferred alignment suitable for documentation in a programmatic State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS). The County anticipates pursuing future federal funding for implementation of the recommended corridor. Accordingly, the consultant's work may be required to follow the Federal Highway Administration (FHWA) Planning and Environmental Linkages (PEL) Framework and result in a PEL Study Report structured to support and streamline future National Environmental Policy Act (NEPA) review. Estimated value of initial contract is $1,000,000 to $1,500,000. The negotiated contract will be on a WSDOT Local Programs Cost Plus Fixed Fee.
