The Metropolitan Transportation Authority (MTA), through its Construction & Development division, is seeking proposals from qualified consultants to provide general engineering services for the Interborough Express Transit project, which aims to establish a rapid, reliable light rail connection between Brooklyn and Queens. The project involves two main phases: the Civil Phase, which focuses on preparing the corridor through demolition, utility relocation, environmental remediation, and infrastructure construction; and the Light Rail Phase, which encompasses the design, construction, and commissioning of the actual light rail system, including tracks, stations, and supporting facilities. The contract offers a base scope covering preliminary engineering and procurement activities for the Civil Phase, with three optional phases that expand into detailed design, additional procurement packages, and support for the Light Rail Phase. The procurement process includes a virtual pre-bid conference scheduled for November 13, 2024, and the solicitation is open to vendors registered with the System for Award Management (SAM). The response deadline is November 21, 2024, with the contract anticipated to last 18 months for the base scope. The project emphasizes disadvantaged-owned subcontracting goals of 22.5%, and the contract size is estimated between 50 and 150 million dollars. Interested vendors must obtain bid documents through the MTA’s vendor portal and submit their proposals accordingly. The project is located across all New York State counties, with the primary contact being the NYCT Bid Reception Desk.
