The California State University is issuing this Request for Information (RFI) to explore opportunities to collaborate with alternative (private) education loan lenders. CSU is gathering information from lenders that serve undergraduate and graduate students (including online and self-support programs) as well as parents of undergraduate students. Our objective is to better understand which lenders offer the most favorable loan terms, flexible repayment options, and high-quality borrower support¿particularly in comparison to standard market offerings available to students nationwide. This RFI is issued solely for information-gathering purposes and does not constitute a solicitation, offer, or commitment to enter into a formal partnership. Any future consideration of preferred lending partners will be conducted in accordance with all applicable federal regulations and institutional policies, with a strong emphasis on borrower choice, transparency, and ethical engagement. In accordance with the Truth in Lending Act (TILA) and the Higher Education Act (HEA), the California State University will continue to certify private education loans for any lender selected by the borrower and will not restrict loan certification to any specific lender. Suppliers are required to register in CSUBUY. Please visit https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=CalState to register and to access CALST-RFI-00000848 bid documents. Connecticut Career Accelerator Program: Program Administration
Solicitation # 27ECD2530b
The Connecticut Office of Workforce Strategy is soliciting proposals for the administration of the Connecticut Career Accelerator Program (CT CAP), an initiative designed to help learners obtain valuable credentials and workforce training through Outcomes-Based Loans (OBLs). The program specifically targets high-need career pathways, including commercial driver's licenses (CDL), licensed practical nursing (LPN), and paramedic training. The scope of work is divided into two primary service areas: Program Management, which involves fund formation, governance, and relationship management; and Origination and Servicing, which covers loan servicing, repayment monitoring, and borrower support. While the agency prefers a single organization to handle both areas, it may award contracts to multiple respondents based on proposal quality. The total available funding for the successful proposer(s) is 4,840,000 dollars, with administrative costs expected not to exceed 750,000 dollars over a five-year base term. This term includes a three-year OBL deployment period followed by a two-year period for initial servicing and outcomes reporting, with the possibility of further extensions. Key milestones include establishing legal and logistical frameworks by January 1, 2027, launching the CDL pathway within six months, and completing fund formation documents by July 1, 2027. Proposals are due by November 23, 2026, and must be submitted directly to the Agency Official Contact rather than through CTSource. Applicants must provide a detailed budget using the revised Exhibit E template, a comprehensive staffing plan, and evidence of financial standing. Crucially, any entity performing loan servicing must be licensed by the Connecticut Department of Banking. Evaluation will be conducted by a Review Committee, with the final selection made by the Chief Workforce Officer.
