Third party billed medical supplies
Solicitation # BD-27-1053-1053C-CSR-134657
The Veterans Home at Holyoke is soliciting bids for a contractor to provide and deliver prescribed medical supplies, specifically focusing on tracheostomy supplies such as tubes, components, inner cannulas, securement devices, and humidification accessories. A critical requirement of this contract is the contractor's ability to bill third-party payers, such as Medicare Part B, directly rather than invoicing the facility. The selected provider must also be capable of packaging and labeling products for individual veterans, providing product education to staff at no additional cost, and ensuring all supplies are new, undamaged, and within expiration dates. Proposals must be submitted electronically via COMMBUYS by November 9, 2026. Evaluation will be based on the comprehensiveness of the written response, the ability to bill third-party payers, the capacity to provide staff education, and business references. This solicitation prioritizes the Massachusetts Small Business Purchasing Program, meaning certified small businesses with a principal place of business in Massachusetts will be awarded the contract if they meet the best-value criteria. Additionally, the contractor must comply with HIPAA and M.G.L. c. 66A regarding the protection of personal health information and maintain all necessary state and federal licenses.

Duncanville Independent School District (DISD) has issued a multi-award Request for Proposal (RFP) soliciting vendors for Career and Technical Education (CTE) supplies, equipment, and services for the 2025-2026 school year, with up to three additional one-year renewal options through 2028-2029, contingent on mutual agreement. This solicitation (No. MS-25-26.004) aims to establish an approved vendor list from which District personnel may procure items on an as-needed basis. All participating vendors must submit a complete proposal response to be considered and provide discount pricing inclusive of shipping and handling charges with F.O.B. Destination terms, unless otherwise negotiated. The District reserves full rights to postpone deadlines or reject any proposals in the interest of securing the best advantage. The procurement process strictly follows Texas state purchasing laws and requires submission of several mandatory certifications and documents, including a non-collusion certification, bidder qualification and disclosure form, a W-9, and a declaration, with additional corporate resolution documentation required for corporate bidders. Awards will be made continuously during the solicitation period based on the District's acceptance of responsive proposals, although no explicit evaluation scoring system or weightings have been disclosed. The scope includes a broad range of CTE-related goods and services with packaging to conform to specified unit pack and case quantities; however, no specific inspection, preservation, labeling, or bar-coding requirements are detailed. The District anticipates contract values between $500,000 and $5,000,000, and vendors must comply with all submission instructions to be eligible for contract awards. Delivery locations conform to the District’s specifications, with goods delivered F.O.B. Destination. The RFP emphasizes cooperative purchasing provisions and vendor qualification, maintaining flexibility for multiple awards and ongoing vendor additions to the approved list throughout the solicitation period.
