J041--CTX Steam Humidifier Replacement Bldg. 163

This contract amendment involves the replacement of an existing Nortec SETC steam generator with a new steam humidifier featuring a duct-mounted dispersion manifold at the Temple VA Medical Center’s Emergency Department mechanical room in Building 163. The work scope includes full removal of the old unit, installation of the replacement, and integration of all associated systems including domestic water supply, condensate management, steam distribution piping, insulation, labeling, electrical power, grounding, and building automation system (BAS) controls. The contractor must provide detailed work plans, safety documentation, an Infection Control Risk Assessment (ICRA) plan, and Lockout/Tagout (LOTO) procedures prior to commencement. All equipment and installations must meet or exceed the original building design specifications and adhere strictly to code and manufacturer requirements. Site work must comply with VA infection control protocols, requiring negative air machines with HEPA filtration, barriers, dust control, and coordination with VA Infection Control for permits. Personnel must pass background checks, present government-issued photo ID, and be escorted by authorized facility staff at all times. The acquisition is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 238220, restricted to certified SDVOSBs listed in the SBA database. Offerors must submit a signed certification confirming compliance with the 50% limitations on subcontracting rule and cannot exceed this threshold when awarding subcontracts to non-SDVOSB entities. The contractor is responsible for on-site training of VA personnel, submission of as-built drawings, O&M manuals, startup reports, and warranty information, with the 12-month manufacturer warranty commencing upon VA acceptance.
