Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

The Minnesota Department of Education is seeking proposals to establish a contract for the Culturally Responsive Arts Education Curriculum Cohort event scheduled from July 8 to July 10, 2025, with lodging beginning on July 7. The event will be held within one of the seven metro counties—Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, or Washington—and is estimated to host up to 42 attendees, with lodging, catering, and conference facilities required to accommodate this number. The pricing submitted must be firm, as the state does not guarantee a minimum number of participants or reimbursements if attendance falls short. The conference venue must include breakout rooms separated by permanent walls to ensure minimal sound transfer, and all arrangements should be within close proximity to facilitate smooth sessions. Key procedural details include a deadline for submitting questions by June 6, 2025, at 3:00 pm CST, directed in writing to Tiffany Plumley via email. The cancellation policy requires vendors to specify potential charges for cancellations, covering costs such as lodging, meeting spaces, and catering, unless canceled due to insufficient funding. The solicitation emphasizes that responses must be submitted electronically through the Supplier Portal by June 11, 2025, with no responses accepted via email. The contract, valued between $50,000 and $150,000, is managed under the NAICS code 561330, and interested vendors can access additional information through the provided online portal.
