The Shuster Hall project at Lehman College involves comprehensive mechanical upgrades to an occupied 90,000+ square foot building, including the installation of new air handling units, replacement of perimeter heating system pumps, and integration of controls into the campus-wide Building Management System. The scope encompasses mechanical design, electrical power supply, architectural ceiling and finishing work, and hazardous material removal, all while ensuring compliance with current NYC Building and Energy Codes. The estimated construction cost ranges from $21 million to $22 million, with a project timeline extending until January 30, 2028. Given the project's complexity and importance, a Project Labor Agreement will be required from the successful low bidder and all subcontractors, emphasizing fair labor practices and cost-effectiveness. Interested bidders must obtain the complete contract documents through Camelot Print and Copy Centers, either digitally or via CD, with specific instructions for purchase and registration. Bidders are also required to demonstrate a minimum of five years of relevant experience through a list of similar projects completed within the last decade. The procurement process is governed by strict communication restrictions under State Law § 139-j and § 139-k, and all proposals must adhere to New York State business registration and licensing requirements. The project aims to promote diversity, with set goals for minority, women, and service-disabled veteran-owned business participation. The deadline for submission is September 3, 2025, and the contract will be awarded for work across all New York State counties at the Lehman College campus.

The Shuster Hall project will provide mechanical upgrades for a 90,000+ SF existing building at the Lehman College campus. The scope of work is to upgrade the mechanical systems at the building, including new air handling units and the replacement of perimeter heating system pumps, with controls for the mechanical systems that will integrate into the campus-wide BMS system. Services provided are mechanical design, electrical power for the new equipment, architectural ceiling and finishing work, and hazardous material removal. The building is occupied, and the renovation work will require the construction to be phased and coordinated with the administrative functions of the Shuster Hall facility and the Lehman College staff. The project will also bring the Mechanical systems at the building up to the current NYC Building Code requirements while also adhering to the current NYC Energy Code standards. Estimated construction cost range: $21M- $22M. The Dormitory Authority of the State of New York (“DASNY”) has determined that its interest in obtaining the best work at the lowest possible price, preventing favoritism, fraud and corruption, and other considerations such as the impact of delay, the possibility of cost savings advantages and any local history of labor unrest are best met by use of a Project Labor Agreement (“PLA”) on this Project. The successful low bidder, as a condition of being awarded this Contract, will be required to execute the PLA described in the Information for Bidders and included in the Contract Documents. See Section 18.0 of the Information for Bidders of the Contract Documents for additional information. All subcontractors of every tier will be required to agree to be bound by the PLA. A complete set of Contract Documents may be viewed and/or purchased online from Camelot Print and Copy Centers. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued.
