Curbside Garbage Collection and Provisional Organics Collection (built-up areas)

The Townships of Asphodel-Norwood, Douro-Dummer, and Otonabee-South Monaghan have issued Request for Tender ADM-2026-04 for comprehensive waste collection and transportation services. The primary scope of work involves weekly curbside garbage collection for residential and participating IC&I locations, as well as the hauling of waste from three designated transfer stations to the Peterborough County City Waste Management Facility. Additionally, the contract includes an optional component for a new curbside organics program in specific built-up areas, requiring the supplier to provide 45L green bins and kitchen catchers, manage the rollout strategy, and transport organics to the Peterborough County City Organics Facility. The agreement is set for a seven-year term from January 1, 2027, to December 31, 2034, with a mutual option to renew for two additional years through 2037. Award selection is based on a multi-stage process involving mandatory requirements, technical rated elements, and a relative pricing formula, followed by reference verification. The successful bidder must provide a performance bond between 2% and 4% of the total contract value and maintain equipment certified by governmental agencies. Strict performance standards are enforced through a detailed penalty schedule, including significant fines for delayed implementation and missed collections. All proposals must be submitted in English via the Douro-Dummer Bids and Tenders Portal by September 25, 2026.
