The contract is structured as a firm-fixed-price arrangement with a base period running from September 1, 2026, through August 31, 2027, and four optional one-year extension periods through August 31, 2031, giving the Government a potential five-year performance window. The scope encompasses daily janitorial operations Sunday through Thursday, 0700 to 1530 local Kuwait time, covering all interior and exterior areas of the facility, including emergency cleaning services with a strict not-to-exceed limit of $7,500 per contract year, subject to prior approval by the Contracting Officer’s Representative. Past performance will be rated using adjectival ratings of Outstanding, Good, Acceptable, Unsatisfactory, or Neutral, directly influencing perceived risk. Price will be evaluated only for reasonableness without adjectival ratings. The contract includes critical special requirements such as mandatory security vetting of all personnel, with a 25-day processing time and identification and residency requirements for third-country nationals. Contractors must also identify and mitigate any potential organizational conflicts of interest and submit completed representations for unique entity ID, size status, and compliance with anti-trafficking, Buy American, and telecommunications restrictions.
